The Indian Oil Corporation
Ltd' 366-MW captive power
project coming up at
Paradip refinery in Odisha
has been facing delays on several
fronts. The under-performance
of the project contractor,
BHEL, is pushing back the commissioning
of the project. As per
the latest report, it has been
pointed out that inadequate
labour and poor performance by
the sub-contractors is also delaying
the project commissioning.
Further, BHEL has not prepared
the drawings to be submitted to
the Indian Boiler Regulations for
its approval. Besides, materials
required for FW line work such as
wrapping coating materials,
cable, detectors, deluges, fittings
etc., are not available, including
the pipe materials for execution of
underground lines.
The shortage in the supply of
materials has affected the works
on the AC system, ventilation,
bypass stack, gas turbine, control,
and instrumentation and electrical
work, which also is a cause for
the delay. Though the contractor
has mobilised the design for the
AC system, the duct layout does
not match the area layout, resulting
in redesigning. The erection
of bypass stack is been held up
since two months as diverter
drums are not at sites.
The other incomplete works
are off-base foundations work,
electrical work, fuel forwarding
system, erection of gas insulated
switchgear building, etc.
Phase-I of the power project,
originally scheduled for commissioning
by September 2011,
is now expected to be commissioned
by June this year, while
phase-II will be commissioned
by September 2012 against its
earlier schedule of commissioning
of February 2012.
