The 12th Five-Year Plan has
just started and fears have
been expressed by experts
on falling investment in the
country. To take stock of the
situation, the Planning Commission
called an urgent
meeting and its Deputy
Chairman chaired the meeting
which went on like this:
Arun Maira, member of
Planning Commission, started
the meeting by saying that
"Power problem is really
becoming a serious one in
the country. Unless we do
something urgently, the
whole country will be in dark
shortly. I, myself, have experienced
how difficult it is to
live without electricity. Last
night the electricity went off
for three hours and everyone
at home was awake as fans
and AC were not working."
Montek immediately suggests
in an inimical voice,
"Come on, Arun! Why can't
you install inverters. Nowadays
they come very cheap.
I have one at my home."
B.K. Chaturvedi, another
member of the Planning
Commission, started a little
hesitatingly, "We should
take up building city infrastructure
seriously. Conditions
of roads are really bad
and they are always choked
up. Today, it took more than
two hours to reach office
while earlier it used to take
just 30 minutes."
Montek immediately
retorts, "You should have
taken the Ring Road. It is
well maintained and usually
empty. Anyway, next time I
am thinking of conducting
the Commission's meeting
in Singapore to avoid such
problems."
Taking into account the
Deputy Chairman's disturbed
mood, Syeda
Hameed started, "Right to
Education is a good concept
but what if there are not
enough schools? Even if
there are schools, they don't
have adequate infrastructure
facilities. I am myself
experiencing this. I am running
around for last 10 days
to get admission for my kid."
Now the Deputy Chairman
became a little restless but
without showing it on his
face. "Get admission for
your kid at Doon school, na?
Their standard is too good,
Mam. If you want I will get
you a reference letter from
Manmohan Singh. Don't
send your kid to these local
schools."
Dr. Kasturirangan was the
last man in the meeting to
speak and he spoke about
the uncertain monsoon saying
"India Meteorological
Department is not too optimistic
about monsoon this
time. IMD forecast predicts a
below normal monsoon. I
think this year's kharif crop is
likely to be affected."
Irritated by the series of
negative news from the
members, Montek replies "If
rains are not going to be
heavy this year why waste
money on repairing Yojana
Bhavan's ceilings. Save
some money which can be
spent on toilets. They need
refurbishing urgently." By
saying so, a disturbed Montek
wound up the meeting.
As usual after the meeting
a press conference was
called and Montek
addressed the conference:
"We took stock of the situation.
There were concerns
about slowing down infrastructure
development and
stagnating power generation
in the country. I have
suggested some corrective
measures. We also discussed
in detail issues concerning
education sector.
Also, concerns were raised
about the erratic monsoon
and we are taking some preemptive
steps to tackle
potential monsoon failure."
