HPCL-Mittal Energy Ltd, JV promoted by Hindustan Petroleum
Corporation Ltd along with Mittal Energy Investment Pte
Ltd, to build oil refinery at Bhatinda in Punjab, has requested
for security at its installations. The JV Company informed the centre
that it has built a grass root refinery of 9 million mtpa at Bathinda at a
total cost of $4 million. The company stated that all installations have
appropriate security cover from the external threats especially since
they deal with hazardous and flammable crude oil and petroleum
products. But, has requested for security measures around oil installations
including the refinery premises, pipeline, crude oil terminal
and single point mooring from potential external threats.
The project comprises refinery, crude receipt facilities, single point
mooring and crude oil terminal at Mundra in Gujarat, 1,000km crosscountry
crude oil pipeline traversing through Gujarat, Rajasthan,
Haryana and Punjab and a captive power plant. Though crude oil
processing started in August 2011; the entire project was commissioned
only recently.
