Highways on NHAI'S PLATE

NHAI, under the National Highways Development Project, has divided road development totalling about 55,000 km into seven phases of which phase-I has been substantially completed. The projects under all these phases are expected to be completed by December 2016. Two mega road projects awarded over the past 12 months were:
  • In February this year, under NHDP III-A, NHAI awarded a 78-km stretch of Krishnanagar- Berhampore Road on NH-34 to SEW Infrastructure Ltd. The Rs.jpg702-crore project will be developed on BOT-Annuity basis. Likewise, the Barasat-Krishnanagar stretch of NH-34, valued at Rs.jpg867 crore, was awarded to Madhucon Projects Ltd.  
  • The Tirupati-Tiruthani- Chennai section of NH-205 was awarded to the Indian- Russian JV Transstroy-OJSC consortium in April 2010 at a cost of Rs.jpg571 crore. A month later, NHAI awarded the Bhubaneswar-Puri stretch of NH-203 to KSS-Valecha (Bhubaneswar Expressway Pvt. Ltd) for Rs.jpg500 crore and the Sambalpur-Baragarh- Chhattisgarh/Orissa border project, estimated to cost Rs.jpg909 crore, to Ashoka Buildcon Ltd (Ashoka Sambalpur Baragarh Expressway Pvt. Ltd).

While NHAI is responsible for the development of national highways, the state public works departments and municipal corporations look into the development of state highways and village roads. The PWDs are actively inviting tenders for construction of roads as well as widening, strengthening and construction of bridges from private entities.

The states which are active in BOT projects are Maharashtra, Madhya Pradesh, Gujarat, Punjab, Haryana, Rajasthan, Kerala and Karnataka.

In the south, the Tamil Nadu government has formed a separate highways department, as part of the PWD, to develop roads and bridges in the state. Tamil Nadu is executing several flyover and road improvement projects under the central aided and rehabilitation schemes as well as aid from World Bank and ADB.

In Kerala, the government has formed Roads and Bridges Development Corporation of Kerala Ltd under the PWD to execute BOT projects. It is currently in the process of tendering projects in two phases.

Even as the central and state governments strive to award road projects to private players, many projects are getting delayed due to issues like land acquisition and financial closure.
