Sadak_PMGSY_ProjectsMonitorPradhan Mantri Gram Sadak Yojana (PMGSY), a project started in 2000 with the objective of improving the rural connectivity, is losing its steam over the years. The length of roads completed under PMGSY is consistently falling over the years. During 2012-13, only 24,161 km rural roads were completed as against 30,994 km rural road during the previous year, thus recording a fall of 22.05%. In 2010-11, 45,108 km rural roads were completed under PMGSY.

But for few states mentioned in the table, PMGSY seems to be losing its charm. A special mention, however, needs to be made of Bihar, which has added 6,341 km rural roads under the scheme during 2012-13 which is highest among all states. It should be noted that Nitish Kumar’s state had added 7,540 km rural roads during 2011-12, accounting for 1/4th of the total roads added under the scheme during the year. During 2010-11 only 2515 km rural roads were added under PMGSY in Bihar.

According to Rural Development Ministry sources, limited institutional and contracting capacity, non-availability of land, delayed forest clearances, unfavourable weather conditions and lack absorption and execution capacity are the main issues faced by the states while implementing the projects under the scheme.
