Tender: International call for expressions of interest from consultants
Location: Tashkent
Description of work: Undertaking a diagnostic study of the State Joint Stock Company (SJCJ) Uzbekenergo (Uzbek power generation complex). The consultant is required to undertake an analysis of the sector, the regulatory regime, current and future supply and demand for electricity, price regime, current operational and financial status of the company, investment requirements, environment of the company and develop on the basis of this analysis: (1) a sector development policy; (2) change requirements and restructuring proposals; and, (3) a viable and feasible privatisation strategy.

Criteria: Bidders should have experience in feasibility study/due diligence of the power sector. Eligible firms shall have experience in advising governments on power sector development.
Submission: Profile of firm/consortium, including ownership structure, names and curriculum vitae of the firm's top executives and documented proof of record in the industry.
Remarks: Uzbekenergo comprises 34 power generation plants located throughout the country and a range of power distribution companies and services and facilities. The company is the monopolist on the market with a total installed capacity of 11.5 million Kwt and with an annual total production output of 60 billion Kwt. The government intends to privatise the company in calendar year 2002.
