Potential projects
Roadways
Fourteen major road projects covering 2,332 km and entailing an investment of Rs 2,500 crore have been identified. These include Talcher-Gopalpur, Panikoili-Rajamunda, Bhubaneswar-Puri-Konark- Bhubaneswar, Sukinda-Talcher, Berhampur-Koraput, Khurda-Balangir, Bargarh-Borigumma, Jagatpur-Chandbali, Kerada-Khariar, Ranipathar-Tumudibandha and Huma-Aska road stretches. Private investors will be given construction, management and maintenance of these sections. The government, while allowing commercial exploitation of land at select locations, has set a debt-equity ratio of 4:1 as a prerequisite.
Ports
Orissa is keen to attract investment in development of new ports, further development of the existing major port at Paradeep, setting up container terminals, warehousing and storage facilities, carrying out dredging operations, tugs, pilotage and carnage services etc.
A seasonal port at Gopalpur would be developed into an all-weather port by International Sea Ports Pvt. Ltd with an estimated investment of Rs 1,000 crore.
Besides, four new locations, two each for major and minor ports-Dhamra, Inchuri, Pallur and Nuanai-have been named for exploiting. Dhamra and Inchuri will require Rs 1,400 crore and Rs 979 crore, respectively, for development, and the minor ports would need an investment of Rs 577.5 crore and Rs 651.7 crore, respectively. ISPL will commence construction work on Dhamra within two months.
SEZs and Parks
A special economic zone will be set up at Paradeep, for which in-principle clearance has been received. The SEZ would come up on 2,500 acres of land for an estimated Rs 900 crore. It could house mining, marine, chemical and petrochemical, and agro and forest based industries.
Tisco is also setting up an SEZ over 3,300 acres at Gopalpur. The company is in talks with Russian companies for establishing titanium industries there. Aluminium, titanium and chemical industries could come up here.
Further, IT parks will come up at Rourkela, Balasore and Berhampur (STPI to set it up), a biotech park at Bhubaneswar or Cuttack/Jagatpur, and a food park and an aluminium park at Khurda.
In addition, Puri has been identified for developing and managing a Special Tourism Area. KPMG is currently preparing the feasibility study for the mega project. The South Eastern Railway is undertaking projects worth Rs 2,000 crore for establishing new BG rail links in the state.
On the basis of the DFRs prepared by Rites, on five economically viable projects bringing investment returns ranging from 14.5 per cent to 23.5 per cent, SER is executing the 77.7-km Haridaspur-Paradeep rail facilitating movement of mineral ores from Daitari, Sukinda and Kendujhar areas of the state as also from south of Bihar to Paradeep Port; the 90-km long Angul-Sukinda; the 289-km Khurda road-Balangir stretch; and, the 54-km Lanjigarh-Junagarh rail stretch. The 148.7-km Jeypore-Malkangiri link will also be executed.
