Vishwesh Chaubey, who is Director of Indian Railway Institute of Civil Engineering, Pune, completed his Bachelor of Technology (Civil) from Institute of Technology, BHU, in 1980, and M.Tech. (Structures) from IIT, Delhi, in 1982.

Chaubey has immense experience in Indian Railways. He joined as an officer of Indian Railway Service of Engineers in 1980 and took over as Director (Projects) of Rail Vikas Nigam Ltd in November 2004. In a career spanning more than 20 years in Railways, he has held prestigious positions which include Chief Engineer (Construction) in Mumbai, Maharashtra, and Ahmedabad, Gujarat.

Chaubey is heading Indian Railways Institute of Civil Engineering, which is imparting civil engineering training to government and private sector related mainly to rail transport and allied areas. He was also heading the multidisciplinary Railway Transportation Team under various designations from chief project manager to executive director. Under the Ministry of Railways, Railway Board, New Delhi, Chaubey looked after and helped in laying policies for rail-road upkeep and was responsible for construction of railway lines under PPP/Railways funds.

He has completed various gauge conversion, new line and doubling works. While working as Joint Director/RSDO, Lucknow, Vishwesh Chaubey played a significant role by providing technical support to Indian Railways during conceptualisation of uni-gauge policy of Railways.
