Alstom-HCC JV has put THDC India Ltd into a difficult situation due to their sluggish pace of work at Tehri pumped storage power project. As a result, targets and milestones of the projects have reportedly gone haywire upsetting the schedule of PSU major. The project has reportedly achieved just 8% progress on ground as against targeted 32.5% by May end. The project is under execution nearly for the last two years. Delay in the pace work by the Alstom-HCC JV has its cascading effect on overall project also. For example, work of some of the structures could not be taken up due to non finalization of drawings, layout of power house and slow progress in the adits. Also, procurement of some of important materials is also held up due to this delay.

The Tehri Pumped Storage Power project is the second stage of Tehri hydro electric power project. The project involves construction of an underground machine hall on the left bank of river Bhagirathi and installation of four reversible pump turbine units of 250 MW each. The main feature of the Project is the large variation of about 90 m between the maximum and minimum head, under which the reversible units shall operate. The operation of Tehri PSP is based on the concept of recycling of water discharged between upper reservoir to lower reservoir. The Tehri Dam reservoir shall function as the upper reservoir and Koteshwar reservoir as the lower balancing reservoir. The plant will operate on a pumped storage concept.

The total cost of the project is estimated to be Rs. 1,843 crore and the project is expected to be complete by January 2016.
