There seems to be no end to the problems faced by Paradip-Haldia-Barauni crude pipeline augmentation project of Indian Oil Corporation. IOC is facing major problem in acquiring land for the setting up of a pump station at Balasore in Odisha. Acquisition of land for the station is getting delayed due to applicability of the new Land Acquisition Act, 2013. Further, the rates quoted for combined station works (CSW) contract by the prospective contractors were abnormally high. As a result, IOC had to re-tender for the same work which has further delayed the execution of the project.

The project which involves augmentation of the existing pipeline from 11 MMTPA to 15.2 MMTPA to meet the enhanced crude oil requirement of Haldia, Barauni and Bongaigaon refineries is now scheduled for completion in August 2015. According to the information available, the site survey for horizontal directional drilling (HDD) has been completed and mobilization is in progress. Work on two looplines, Khana-Bolpur and Dumri-Barauni sections, is also in progress.
