Project Tendering

As per Projects Today, despite the prolonged general elections in May 2024, followed by a few state elections, the fiscal year FY2025 saw brisk project tendering. In all, 1,28,419 project tenders worth around Rs 15,92,954 crore were issued to execute various projects planned across India.

The largest project tender of FY2025 (in terms of value) was issued by the NHPC for the construction of the main dam to feed its upcoming 2,880 MW Dibang Multipurpose Hydel power project in Arunachal Pradesh. The tender value was Rs 14,807 crore.

Among the major sectors, the Roadways sector saw the publication of 37,473 tenders worth Rs 5,14,432 crore in the FY2025. The most notable tender in this sector was issued by the National Highways Authority of India (NHAI) for the development of an 8-lane elevated flyover at tier-1 on single pier, including upgradation of the existing road to 4/6 lane from Nashik Phata to Khed in Maharashtra on BOT (Toll) Mode. The aggregate value of the tenders was Rs 7,434 crore. Another notable tender was floated by the Maharashtra State Infrastructure Development Corpn., for the construction of a 6-lane elevated highway corridor from km 10.600 to km 64.000 on DBFOT (Toll) Mode. The aggregate value of the tenders was Rs 5,992 crore.

NHAI, together issued 2,665 tenders with an aggregate value of Rs 1,86,867 crore in FY2025. Followed by MoRTH, which published 1,212 tenders worth Rs 50,033 crore, and RWD, Bihar (816 tenders worth Rs 16,481 crore).

The Community Services sector ranked second, with 38,001 tenders worth Rs 2,23,889 crore. The most notable tender in this sector was floated by the CPWD for the construction of common central secretariat buildings 6 & 7 at Maulana Azad Road, New Delhi. The estimated value of the work was Rs 2,194 crore.

AP Capital Region Development Authority invited nine tenders together worth Rs 10,719 crore for construction of roads, drains, water supply, sewerage, utility ducts for power and ICT in Amaravati Capital City of Andhra Pradesh.

The Roads & Buildings Department of Telangana invited bids for the construction of a new high court building at Rajendranagar in the Hyderabad district of Telangana.  The estimated value of work was Rs 1,444 crore.

In the Railways sector 7,741 tenders worth Rs 1,54,979 crore were issued during FY2025. The most notable tender in this sector was floated by the Rail Land Development Authority (RLDA) for the redevelopment of New Delhi Railway Station and construction of associated Infrastructure on EPC mode. The estimated value of the work was Rs 2,469 crore.

Rail Vikas Nigam invited tenders worth Rs 2,161 crore for the construction of roadbed, minor bridges, buildings, installation of track and other civil engineering and general electrical works in connection with new BG railway line between Pipaliya Nankar – Budni stations in the Indore-Budni section of Bhopal division of the West Central Railway.

The Water Supply sector saw the publishing of 14,690 tenders worth Rs 1,53,928 crore during FY2025. Hyderabad Metropolitan Water Supply & Sewerage Board issued a tender worth Rs 3,225 crore for manufacture and supply of 3,000 mm dia MS pumping main, construction of pump house, electro mechanical equipment, transformers, substation at Mallannasagar and construction of 1,170 MLD capacity WTP, 40 ML clear water reservoir cum pump house at Ghanpur under Hybrid Annuity Mode.

In the Power Distribution sector, 7,507 tenders worth Rs 1,28,589 crore were floated. The Jodhpur Vidyut Vitran Nigam invited 19 tenders worth Rs 11,587 crore for the development of distribution infrastructure for feeder segregation work, the development of decentralised solar power plants & metering, billing and collection in various circles in the state of Rajasthan.   

The Irrigation sector saw floatation of 6,166 tenders worth Rs 1,18,573 crore during FY2025. Of the 6,166 tenders, two were noteworthy. The first one was issued by the Eastern Rajasthan Canal Project Corpn. for the construction of a feeder system from Khura Chainpura to Jaisamand Alwar, worth Rs 4,230 crore. The second one was by the Water Resources Department, Madhya Pradesh, for the construction of a pressurized pipe irrigation network of Ken Betwa Link Canal in 5 packages at Rs 7,709 crore.

In the Coal sector, 400 tenders worth Rs 6,405 crore were issued during the FY2025. The largest value tender in this sector was floated by Central Coalfields for the development of a coal handling plant (51.0 MTY) at Magadh OCP at Rs 2,469 crore.

Reflecting the ongoing investment trends in the Electricity sector, the solar-based power sector dominated the tendering activity in the Electricity sector. Of the total 2,239 project tenders worth Rs 81,752 crore floated in the Electricity sector, 1,513 tenders (Rs 54,144 crore) were issued in the Solar power sector. This sub-sector accounted for around two-thirds of the total tender value floated in the Electricity sector in FY2025. Further, almost 75 percent of the total tender value was issued in two states – Rajasthan and Karnataka. Of this, Rajasthan accounted for 58.43 percent.

Apart from the Rs 14,807 crore mega tender by NHPC to build a dam to feed its 2,880 MW Hydel power project at Dibang in Arunachal Pradesh, not many large tenders were seen in the Conventional power sector.

The Hydel Based Power sector saw the publishing of 123 tenders worth Rs 19,150 crore during FY2025. Apart from the largest tender in terms of value issued by the NHPC, the North Eastern Electric Power Corporation also issued a high-ticket tender for the execution of the Heo Hydro Electric Project (240 MW) in Shi Yomi District, Arunachal Pradesh. The estimated tender value is Rs 1,061 crore.
