PMGSY Roadways

The Union Cabinet, led by Prime Minister Shri Narendra Modi, has approved the Department of Rural Development’s proposal for the “Implementation of the Pradhan Mantri Gram Sadak Yojana-IV (PMGSY-IV)” for the financial years 2024-25 to 2028-29.

Under this scheme, financial support will be provided for constructing 62,500 km of roads to establish new connectivity to 25,000 eligible unconnected habitations. The scheme also includes the construction and upgrading of bridges on these newly connected roads. The total financial outlay for PMGSY-IV is Rs 70,125 crore.

Key Details of the Scheme:

  1. Duration and Financial Outlay: The Pradhan Mantri Gram Sadak Yojana-IV will be implemented from 2024-25 to 2028-29, with a total financial allocation of Rs 70,125 crore. This includes a central government contribution of Rs 49,087.50 crore and a state government contribution of Rs 21,037.50 crore.
  2. Targeted Habitations: The scheme aims to connect 25,000 unconnected habitations with all-weather roads. The criteria for inclusion are:
    • Habitations with a population of 500 or more in plain areas.
    • Habitations with a population of 250 or more in the North-Eastern states, hilly states, and special category areas (including Tribal Schedule V areas, Aspirational Districts/Blocks, and desert areas).
    • Habitations with a population of 100 or more in Left-Wing Extremism (LWE) affected districts, as per Census 2011 data.
  3. Road Construction and Bridges: The scheme will facilitate the construction of 62,500 km of all-weather roads to connect these habitations. It will also include the construction of necessary bridges along the road alignments.

Benefits of the Scheme:

  1. Enhanced Connectivity: The scheme will provide all-weather road connectivity to 25,000 unconnected habitations, significantly improving access to remote rural areas.
  2. Socio-Economic Development: These roads are expected to act as catalysts for socio-economic development in rural areas. By connecting habitations, the scheme will also link nearby government facilities such as schools, healthcare centres, markets, and growth centres, thereby benefiting local communities.
  3. Use of Advanced Construction Techniques: PMGSY-IV will incorporate international standards and best practices in road construction. Innovative technologies such as Cold Mix Technology, Waste Plastic, Panelled Cement Concrete, Cell-filled Concrete, Full Depth Reclamation, and the use of construction waste materials like Fly Ash and Steel Slag will be employed.
  4. Strategic Planning through PM Gati Shakti Portal: The alignment planning for PMGSY-IV roads will be conducted using the PM Gati Shakti portal, which will also assist in preparing Detailed Project Reports (DPRs) to ensure efficient and effective execution.
