The cost of construction of the Tinsukia Terminal at Golai, near Digboi, in Assam, has gone up from Rs.151 crore to Rs. 249.52 crore. The project cost has gone up mainly due to requirement of a special foundation at site because of poor soil conditions and purchase of additional land. Also, IOC, the project developer, had to incur additional expenditure due to implementation of MB Lal Committee recommendations.

The recommendations require that the fire hydrant system and the electrical system will have to be up-graded to comply with the requirements of the latest OISD 117 provisions. Additional expenditure due to implementation of these recommendations is estimated at Rs.35 crore.
